Agenda for the Planning Committee to hear Application for Change of Use of The Avon

avon

The Agenda for the Planning meeting to hear the application for the change of use of The Avon is here. The meeting will take place on 14 September at Kineton High School at 6pm.

There are strict requirements regarding the meeting and who can speak. See information from Stratford District Council below:

Please note that this is not an open forum; it is a meeting of the Councils Planning Committee at which the public is welcome to watch and listen. Questions cannot be taken from the audience and only those who have already registered to speak will be allowed to do so. It is requested that the audience respects the Committee and allows the meeting to progress in accordance with the procedure described below and without interruption. The Chairman will introduce the application which will then be supported by an officer presentation. These will be commensurate with the scale and complexity of the proposal and the level of public interest.

The names of those people who have registered to speak on the application will be called in the following order:

1. Town or Parish Councils; (3 Minutes)

2. any objectors; (3 or 6 minutes)

3. the applicant, their agent, or any supporters (3 or 6 minutes).

If speakers are registered in all three categories, in the interests of fairness time limits will be increased for either the objectors or supporters depending on whether the Parish Council opposes or supports the application. For example where the Parish Council speaks in opposition to the application and objectors are also registered to speak, the Parish Council representative could speak for 3 minutes and the objectors could speak for 3 minutes, therefore to ensure an equality the applicant or supporters would be entitled to 6 minutes.

After each speaker has finished, the Chairman will ask if the Committee has any questions to put to them. Ward Members may then be entitled to address the Committee for up to 5 minutes in accordance with Committee Procedure Rule 11.2. Committee Members will then have the opportunity to ask for further information or clarification following which the debate will be opened up to the Committee. The Planning Officer will be asked to comment if necessary. Finally, the Committee will be asked to take a decision on the application, and this will take the form of a motion from a Councillor to GRANT or REFUSE.

If you WISH TO SPEAK AT THIS MEETING, you MUST register with the committee managers by 2.00 p.m. the day before the meeting.

AMENDED/ADDITIONAL DETAILS

Date:    2 September 2016

To:  Avon Dassett PARISH COUNCIL

Application(s) reference: 16/01974/FUL

Proposed            :    Change of use of public house to single dwelling and retrospective permission sought for external changes to the east elevation

At                      :    The Avon, Avon Dassett, Southam, CV47 2AS

For                    :    Mr Stephen Chick

———————————————————————————————–

An amendment/additional information has been received for the application shown above as follows:

Revised/updated plans received for the avoidance of doubt. The side elevation of the building has been drawn twice to illustrate firstly, the elevation in its original condition (i.e. before works were undertaken to the ground floor windows and doors in the single storey projection) and secondly, the side elevation in its existing state (i.e. after the works were carried out).

This information is available to view on the website as part of the application file and is included for the avoidance of doubt. These retrospective works are incorporated into the description of development and are being considered as part of the overall development for which planning permission is being sought. The alterations to windows and doors do not change the principle of the development which relates to the change of use of the building and accordingly this is sent for information purposes only.

This letter is for information only.

Walkers and Dog Walkers Reminded to Keep Off Private Land

Footpath Sign, Church Hill

Local landowners have reminded all walkers and dog walkers to keep off private land.  There have been many recent incidents where crops have been severely damaged and game birds have been injured and killed by dogs. Even if dogs are on leads, their waste may damage hay and straw bales resulting in a drop in value for the farmers. Please check footpath and bridleway signs before walking on local land, in particular the Hill Farm fields (owned by the Davies family) and the farms owned by the Hicks and Nicholls families.

Update on Change of Use Planning Application – The Avon

the-avon-pub-restaurant

Following the Public Meeting on 2 August, The Parish Council formally submitted a response to Stratford District Council objecting to the Planning Application. In addition, there are currently over 80 other sets of comments on the website, the majority also objecting to the Application.

At present there is no firm date for a determination and it is not clear whether or not the Application will be referred to the Planning Committee.

The first possible date for a Committee Meeting is 14 September. The Parish Council will be notified of either the determination or any referral to Committee, and will publish details as soon as possible thereafter.

The Parish Council and members of the public will be free to attend the Meeting. In preparation for a Meeting, a presentation is being compiled to summarise the objection to the Application.

In addition to this work, a Questionnaire has been compiled, to ascertain the level of interest within the Village for owning and/ or managing the pub. Responses to the Questionnaire will be analysed in advance of any Planning Committee, to show both the level of interest and to support the case that the community would be interested in buying The Avon.

Please contact The Clerk to the Council (avondassettclerk@googlemail.com) if you live in the Village but have not received a Questionnaire.

On behalf of the Avon Dassett Fete Committee, Michele Gill, the chair, would like to thank everyone who helped support the show on 6 August. The figures are still being worked out, but it is looking like a successful day!

They are grateful to everyone who helped with set up/take down, helped on the day, bought raffle tickets, donated prizes or bric a brac, lent items for us to use, baked cakes, came along on the day or even just accepted any disruption having so many people in the village might have caused. If you baked a cake and are missing a tray or plate, please contact Anna Prosser on 01295690926 who has a selection waiting to be claimed.
As well as the nominated charities, the show raises funds for local groups and projects. If there is a group or project that you would like to nominate to receive part of the funds we have raised, please provide details to Michele Gill by email at chairman@thedassettcountryshow.co.uk. or on 01295690987 by 31st October. Donations will be approved at the AGM to be held in November.
